以上两句都正确，但文法结构不一样。

第一句是 indirect speech，全句是 "He considers that it is inconvenient and inappropriate for them ..."，现在只不过把 that 省略。

第二句的结构则比较复杂，涉及 object complement （宾语补语）。要明白什么是 object complement，我们可从句子的意思入手。

句子开头的部分 "He considers it" 的意思并不完整。「他觉得…」，但他觉得什么呢？所以 "inconvenient and inappropriate" 一部分就是把 object 的意思说清楚，也就是刚才提到的 object complement 了。

这类句子的文法结构如下：

Subject + consider/ think/ find 等 + object + adjective/noun

我们看看以下几句，都是采用同样的句型：

He finds the cat adorable.
